Between May and December last year Daesh attacked three sensitive government sites in the Libyan capital Tripoli causing deaths, injuries and extensive damages. All three sites symbolise state sovereignty and government control.

Speaker of the House of Representatives (HoR) Aqila Saleh, requested the High National Electoral Commission (HNEC) to expedite the referendum process on the draft constitution.

The Audit Bureau requested the Presidential Council (PC) and its ministers, especially the Finance, Transport, and the Administrative Control Authority, to inventory the financial assets, in order to be verified with the archived records.

The head of the High Council of state (HCS) Khaled al-Mishri, informed Wednesday, the Libyan High National Election Commission (HNEC) the HCS’s rejection of the tenth and eleventh amendments approved by the House of Representatives (HoR) on the constitutional declaration.

Since the fall of Gaddafi’s regime in 2011, Libya has had three distinct electoral experiences, which have in turn given birth to three political institutions: the General National Congress (GNC), the Constitution Drafting Assembly (CDA) and the House of Representatives (HoR).  

President of the High Council of State (HCS), Khalid al-Mishri, said that the amendments to the Constitutional declaration made by the House of Representatives (HoR), are contrary to the political agreement, noting that this agreement is the only way to a common political formula.

Libya’s electoral commission has asked the government for $28.7 million, saying that without funding to boost its “zero” budget it cannot make plans to prepare for a vote on a new constitution and later elections.

The Chairman of the Libyan High National Elections Commission (HNEC) Emad Al-Sayeh said in a press conference on Thursday that he expects the referendum for the Libyan constitution to be held late next February.
