Establishing an effective monitoring system of detention facilities depends on several conditions, including among others the ability to conduct visits in a professional and coherent way. This handbook gathers checklists that can be easily used in the framework of such monitoring visits.
The practical guide consists of the four following sections:
- Preparing the visit
- Conducting the visit
- Special cases (visiting a police station, female detainees)
- Writing the report
The content of this publication was developed in the framework of training courses organized by DCAF and the Ministry of Justice, Human Rights and Transitional Justice for senior staff members of the Ministry. Consultation meetings were also held with other ministries and representatives of civil society in this regard.
The practical guide is based on international laws and standards on prison monitoring.
The publication is intended for all Tunisian actors who are committed to strengthening good governance in the prison system in Tunisia. It offers a pattern to both national bodies and civil society organizations that can be used quickly and easily when preparing and conducting visits.
